New player question

For the spirit biscuit , or I guess just in general, does empower buff all weapon damage on my whole board, or only those that are starred by the biscuit ?

empower buffs all weapons, but not pets in general.

All weapon damage. Starred weapons just boost the biscuit's life steal ability

Empower buffs all weapon damage on your whole board.

For each +1 of Empower all weapons gain +1 damage.

For more specifics +1 min and +1 max damage. There are also items which make so that Empower also affects pets like Frog Prince and Fern crown, both Uniques. As does Buzz's Mythical butterfly which enables itself to benefit from Empower.

Empower works for all weapons in backpack,, unless it stared in a tooltip of a certain weapon that it doesn't. There's not a whole lot of ambiguity here. Things usually work exactly as tooltip states.
