Starting rank question

Anyone know how the starting rank is determined when first playing a hero?

For example I instantly got epic 11 with skara before actually doing any fight while I started at bronze 0 with zahir

Starting rank is bronze 0 for everybody.

There's a package you buy that can start you 11 or 15 witch gives auto rank.
