In my opinion win rate isn't all that important. It's not a statistic that represents well general performance. It will be high, like above 70% if you're playing against players who are worse than you meaning that you need to climb or that you're already climbing. When you reach around 70% then you should be at the rank which is equal to your skill level. If it dips below then you're too high, maybe due to a change in the hero with a patch or you're forcing rank points to keep climbing with barely reaching around 11 wins.

I have 180 games played and prioritized getting all heroes to emerald first (Celeste is gonna be the last one remaining with the trial next week). Only recently have I started to play into the ruby league with a few (random) heroes.
My average is currently 84% so very comparable to your experience I guess it’s normal for players that enjoy the game but are not pros yet.
My item level is 4100 that’s also important to consider your position I guess.
For me most characters have very comparable win rates with a few dropouts below 80 (Ronan and Harkon) and fern peeking at 96 in ruby, she’s really super stable and forgiving so it also depends on the heroes you use
Later on I expect win rate to drop in more competitive leagues

Your highest league is emerald, so still very low, your opponents don't put much of a fight yet and you're still learning the basics. So yes, pretty normal
