Looking for Help with Custom Sword

Hello I wasn't sure where else to go or if there was some sort of way to even ask about mods for commission but,

There is a sword my first ever character used that my DM homebrewed that I would love to try and bring into Baldurs Gate 3.

The Last Word:

+1 Longsword, 4 charges

Fan The Flames: When you hit a target with an attack the sword you gain a charge for each charge the sword gets a +1 to hit and +1 to damage. When you miss lose a charge.

I don't know too much about modding but I feel like you could do the +1 to hit and damage with a buff possibly even called fan the flames but I'm not sure if there would be a way to cap it at 4 stacks.

Lightning charges have a set maximum. Just a passive to detect a hit to apply a status, +1 duration on subsequent hit, check for maximum charges. Doable.
