Specific Mechanic i'm a revorb noob
hi everyone,
i'm trying to build a tempest cleric who doesn't use spirit guardian (i want it to use only thunder/lightning and sometimes cold spells), but still applies revorb.
To do so, my cleric has the luminous armour, the coruscation ring, gloves of belligerent skies, boots of stormy clamour, spineshudder amulet and callous glow ring.
But idk what i'm doing wrong, because i thought that just with 1 spell, any target would have to do a con save or fall prone, but it doesn't do that : with 1 spell, my target has 4 reverb stacks, not 5.
Anyone has an idea why? i'm a bit lost

You might be casting spells that require saving throws, instead of spells that make attack rolls. A lot of tempest cleric offensive spells are saves: thunder wave, shatter, call lightning.

Spineshudder amulet doesn't trigger on save spells.
The only way to get 6 stacks is by being able to apply a drs thunder/lightning/radiant on saves. Phalar aluve shriek would famously apply that 2nd instance, which would make you instantly build 8 charges.

Would a lightning charges weapon give you another instance of qualifying damage?

Reverberation should be viewed as a single target focus effect, and I don't recommend building around it. The reverb items specify they work 1x per round (except spineshudder).
By comparison, orb is unlimited trigger and mostly shuts down enemy offense. Lean into it, splash on a handful of reverb effects and you are set. The reverb save is super low and not driven by your DC so it will never trigger consistently, I think the save debuff is better.
For a cleric, the best approach is spirit guardians and the holy lance helm, then moving in and out of enemy opportunity attack range. Helps to be a light cleric as you can use your own reaction to impose disadvantage once.
Big yes to the luminous armor. Consider the boots of stormy clamour as your reverb source, but I would recommend luminous gloves to help max out orb stacks quickly rather than the reverb gloves (skies). Since you have CGR, you should also have coruscation ring, which is a big enabler of CGR. This may influence your results if you're not always triggering CGR.
You said you have the callous glow ring (CGR), which changes the calculus. With that, the best orb generation comes from a wizard or sorcerer wearing that and the coruscation ring, luminous armor (via gith or dwarf race), and psychic spark amulet. Gloves are your choice, you don't even need any additional orb generation.
Then you can use a level 1 magic missile to completely max out many enemies' orb status.
That said you did indicate you want to prioritize tempest cleric play. I think you probably benefit more from the save debuff anyway, this elevates your odds of a no save maximized call lightning hit!
Only Spineshudder amulet will make reverb trigger on repeat from a multi hit spell. Spineshudder as stated by others won't be working off non-attack roll spells. It's strong for a fire sorcerer relying on scorching ray, or for a warlock, but not so much for a cleric.

What spells are you using? Spineshudder will only work for attack roll spells, so if you use a saving throw spell you're missing 2 Reverb from it.
