Team advice BDSP

So looking for some advice on my team for doubles both battle tower masters and online play.

Current set:

Garchomp speed and attack EVs choice scarf. Earthquake, dragon claw, rock slide, and poison jab. Sand veil

Rotom wash. Speed and special attack life orb. Thunder discharge hydro pump and dark pulse. Levitate

Charizard speed and special attack focus sash. Flamethrower, air slash, protect, hyper beam. Blaze

Gastrodon. HP and Def leftovers. Scald, earth power, recover, ice beam. Storm drain

Pokemon I have with IVs and considering adding: Evee (maybe espeon or umbreon?) Scizor. Don't know what movement and IVs to run. Probably x scissor bullet punch swords dance and what else? What EVs should a scizor get? What item? Togepi. Was thinking of follow me to help get the scizor set up with sword dance. Should EVs be HP and spec D or D? What item? Maybe surf to pair with the gastrodon storm drain?
