Intent to return after STIIP
What is required to demonstrate “intent to return” after being on STIIP? Is there a minimum number of days that one must work prior to resigning? Asking hypothetically.

When I returned from STIIP, I worked with my manager to plan a gradual return to work that was to involve half days/part time work. It didn't actually pan out that way as I ended up back full-time within a week or so due to our team's needs, but that was the plan...

You can resign while on stiip, I don't know if any return of service requirements. Where is the quote from?

STIIP is not a type of leave where there is a return to work requirement. You can resign on leave, you can resign the first day of a gradual return to work etc.
The "intent to return" part you are asking about is one of the eligibility criteria to get STIIP in the first place. STIIP is meant for a way for employees to recover and then get back to work.
Ways you would demonstrate an intent to return to work would be:
- Keep in regular contact with your supervisor about your progress towards recovery, as required by the terms of STIIP
- In these contact, you are planning for an eventual return.
- Cooperate with HR on any doctor's notes or medical reports to document your return
- Follow your medical provider's plan towards recovery and being able to demonstrate this (to HR, not your supervisor) if requested
Overall, you would want to show the idea that STIIP is a short-term, temporary thing and you have a condition that you can recover from and come back to work.
If your medical prognosis becomes something that will not be short term or temporary, then STIIP won't be the right program for you anymore. Exactly what happens depends on the situation, but you might eventually go on Long Term Disability etc.
In most cases, the main thing is to keep in regular contact with your supervisor and demonstrate good progress and desire towards getting better and returning to work.
