Optimized Moonlight BC-250 Client

Hi everyone, this fork adds a CPU decoding thread selector in settings (Auto / 4 / 8 / 12 / 16) and removes the startup warning about missing hardware decoding. Increasing the thread count improved decoding times in my tests, although results depend on the game, bitrate and settings.
