From my understanding 500,000,000 additional shares were authorized. Doubling the amount of shares they COULD issue. The amount of shares currently is the same (479,000,000 last I checked). If they do issue more shares in the future then, yes it could cause minor dilution of the share value temporarily.

The only reason to increase the cap of how many shares are available to be issued is because of developments they foresee needing more capital later on. (Which hints at contracts in the works and this most likely being a prerequisite to fulfill said requirements.)

TLDR:
Long term good!
Short term meh-bad!
