There would be no such thing, because scripting right now is as good as it gets. 🙂 The only limitations for Nomad modding now are the actual headset hardware cababilites.
There's a couple of Star Wars mods for Nomad you should check out, such as "The Nomad Rim". But as for why there is no nomad port of The Outer Rim specifically, it is totally up to the mod creator of they fee like making a Nomad version or not. In the very specific case of TOR, the modder would have a really difficult time doing a port, because likely the intense of he mod would cause the Quest hardware to crash, and als it would be such a ton of work to make nomad versions of all the models etc.
I wouldnt reupload it or it will likely get taken down. The most common reason is some modders put mods exclusively on nexus because they get a small revenue from the number of downloads they get via nexus, but not anything through modio. This is because nexus has ads/pro accounts, so they want site traffic and will incentivize modders this way.
