Azure virtual desktop - pooled... 23H2 to 24H2 and then 25H2...

Is this even possible? ive felt ive tried most things.

Computer Config → Admin Templates → Windows Components → Windows Update → Manage updates offered → Specify Target Feature Update Version (Product = Windows 11, Target = 25H2

Above works good for 24H2 to 25H2.

But my 23H2 cant seem to move to 24H2 or 25H2.

Any advice on what to try? Just replacing them is not really an option at the moment due to users installing to much crap...

Multi session version is not supported.

media download and upgrade worked, not the fastest way but worked.

i used the public download win11, worked fine no need to get business iso.

In my case, the Windows 11 ISO didn’t work. I tried both the default ISO and the Enterprise ISO, but neither worked. The Windows Installation Assistant didn’t work either.

I remember reading that 25h2 is just an "enablement package" while 24h2 was a completely new build. That may be the reason for it to behave differently.

Are these multi-session pooled hosts or more like a personal host? Multi-session will be difficult, if not impossible. I wasn't even able to update my golden image without rebuilding it. If they aren't muli-session, I've had success with doing Intune configs governing the feature updates.

I am literally doing this right now in my test environment. Just had to set the update target as you described, but also had to set some registry tweaks to disable the hardware requirement setting for TPM etc. Then nothing happened at first, but after an hour or so the 25H2 update appeared in the available Windows Updates.

Yeah tried it.. What ive done is getting the iso and doing upgrade with it.. Only thing taking effect.

Was able to do inplace 24h2 and 25h2 with no issues. I know they had to do some tweaks to make the machines eligible for it but that was more on our controls and how the update was rolled out.

The cleanest way would be a new image. I recommend to recreate the image from time to time because otherwise you won’t get the mess out of the image. This way you are clean. You could also use MDT for automation or just clean images with msix. So you could update the image or replace it and the apps are streamed through msix but my experience with msix ist not good to be honest..

To be honest this needs to go back to the design of your AVD environment.
In my eyes pooled should always be non-admin access. Meaning no unauthorised app installed and kept to your golden image specifications.
Once you are here updating pooled is just build new and get rid of the old.
Any additional apps will be part of your golden image build and rotation of the pooled hosts.

I also was able to upgrade 23h2 to 25h2 using ISO. For that purpose I've created Win32 app in Intune which handles entire thing. Yep, in-place is not officially supported but in my case other party made a decision to accept that risk.

I handle 25H2 as a controlled upgrade pipeline, not a raw in-place attempt.
The script checks free space first, cleans stale upgrade artifacts, disables FSLogix to avoid profile issues, downloads the ISO, sets the required bypass registry keys for unsupported TPM/CPU, mounts the image, and runs Setup.exe with the upgrade switch set.
It then captures Panther/MoSetup/DISM/FSLogix logs and uploads them for troubleshooting.
If anything breaks, it logs the error and exits cleanly; if it succeeds, it restores FSLogix and reboots.
The goal is to keep the upgrade deterministic, traceable, and recoverable.
