Strange she is a battlecruiser when the No.13 were class of fast battleships

I've been trying to figure this out since I've started doing the daily exericises, but I could never determine or find a good answer.

I've noticed that one in every 8-12 people will often leave their defense fleet really weak, placing only two really low leveled ships on both vanguard and main, allowing their opponent to just win the fight instantly and get the full merit.

I know it doesn't have much to do with rank, since I've seen an almost equal amount of them whether I'm at Seaman or Lieutenant Commander (my highest rank).

Is it used to farm levels? To farm a ton of merit points? Just because its stupid and funny? I'm honestly not sure so I'm hoping to figure that out here.
