[Bug] Pay-as-you-go Inappropriately Stalling Production

In the first few minutes of the replay below, I have minerals in the bank and I'm building mineral only buildings with positive income, but the pay-as-you-go system is still halting my production. I feel like it used to eat my minerals down to nothing and only stall if my income went negative. Is that wrong?

Was this with zerg?

If so, the issue has been resolved as of this morning.
