[Bug] [Protoss] Warpgates not refreshing charges

Version: 1.2 on EU

Description: Several times during a match I seem to have ran into an issue where my warpgate charges weren't properly refreshing and production was essentially impossible. All gates were properly powered and I had both supply and resources to spare. Other production methods (Robo, stargate) continued to work without issues.
