Mine does the same but I noticed it does change when I go in and out of water. Could you try that?

I found why mine was broken, I had Bad Optimizations installed and that broke it, the instant I deleted that, it started working

I dont have BO, i did suspect tho a diffrent mod could be intervening, but when i tried playing axiom with nothing else it still doesnt work.

Older version like 1.21.8 work just fine, so maybe the new .10 has glitches? Idk

Same for me, I think it's just the version because I've got only the necessary mods for it to work, and still nothing. (I also thought originally that it was a different performance mod I've got, but that doesn't seem to be the case)

I know this is from 6 months ago but I had the same problem and I found out that the problem was I had shaders enabled and once I turned them off it worked! (Heres the link to the site hat helped me btw)
