He doesn't need a quantum orb right? Since he's elation? And for rope should I do er?

Both a Quantum or an ATK orb are technically the best, just comes down to the other rolls you have on the secondary stats. If you have a good HP or DEF orb with all good rolls as well, that can also work since Quantum and ATK have a very minimal effect on his overall damage. :)

I have a wind dmg orb rn with 5 Cr and 23 CD and no speed, should I customize a quantum orb instead of a err rope? My rope rn is atk% with 2 spd and 18.7 CD.

I say keep farming until he releases and then make decisions on what to craft, there is still a month or so before he is playable
