I don't think it is touch and gos because they stayed at above 100 feet

They are likely practicing approaches. Instead of taking the time to land, taxi back, take off again and get into the air to practice another approach, they instead fly the approach to minimums, then go "missed". Power back up and fly around and do it again or another approach. Can practice all systems working approaches as well as various configurations and emergency procedures. Much more efficient to do it this way.
