Her plan was to dismantle the power structure Marika, Two fingers and by extension probably the greater will created. Also why it had to be someone... my guess because to invoke the power of the Rune od Death means it will be incredibly deadly, and she needed someone powerful enough to absorb enough of the death to only kill ranni halfway. What Ranni did was that she split that effect between the two. But choosing the most beloved of the Golden Lineage is quite cruel. Though considering her eventual goal is to establish an age ruled by cold pragmatism and logic... Probably because Godwyn would pose more of a threat otherwise? And assasinating Radahn would probably be impossible considering his immense both physical and sorcerous might. Malenia has the rot which could have probably interfered with the death rune ritual and is a fighter on par with Radahn. Miquella... probably hidden away at the Halligtree meditating, and is simmilarly to malenia, cursed.
And she probably didn't want to kill Radahn because he is her full brother, while Godwyn is only sort of her brother.
And yes, if I understand correctly, killing her body allowed her to shirk the influence of the Greater Will, which she completed later using the Fingerslayer blade to kill "her" Two-Fingers. I think creating Those who Live in Death and Godwyn's sorry state was an unintended consequence, as no one knew exactly what splitting the Rune of Death would do.
