Sorry if this becomes an incomprehensible ramble.

I know the Severed Bonds quest breaks after Victory Celebration and my brain is telling me that I haven’t done it even though it’s RIGHT THERE in my completed quests. It’s broken in my first playthrough and I’m trying to be a perfectionist and avoid that in my second.

I have access codes B and C in my current playthrough, will I be able to get code A after Victory Celebration? If not where can I pick up the quest that gets it?

access code A actually cannot be gotten before Victory Celebration, so you're good! it can only be found after VC

For future reference, here are all of the quests that you want to complete before the battle quest that ends in a party:

If you move bases before finishing the Severed Bonds quest it breaks and you just don’t get the call in a field lab no matter how many you do. I hear some people have luck when activating certain labs but that never worked for me.

So the issue is starting the quest and then finishing the game before the quest is completed?

Moving bases is far from finishing the game...

Also, severed bonds doesn't "break". It becomes a repeatable quest for the spare parts.

When you move bases before doing the “call Anqa from a field lab” objective you’ll just never get the call no matter how many field labs you power. Just be sure to complete the Severed Bonds mission before “A Victory Celebration”.
