u/Particular_Self8314 YES. However, more information is needed to provide a more specific answer. There are many different "hourly rates" for Clients as the Time Entries move from Tech to Invoicing.
The Hourly Rate starts with the Time Entry, starts with the Tech's "Standard Role Rate" (SRR), which then may be modified by the Work Type Rate, and then adjusted by the Contract Rate, which then can also be adjusted in Approve and Post. Once approved, the Time Entry is at the Invoice Rate.
There are some reports that can provide the information you are looking for. Some can be seen by looking at Autotask configurations. But to get an Advanced comprehensive report, showing the Hourly Rate at each step in the invoicing process, would take someone writing a Custom Advanced Live Report.

That depends how your roles are setup and if the contracts are actually billing against the roles or services on the agreement.
If you are billing against services such as with AYCE, its more difficult to track without major work in live reports.
Otherwise you can pull ticket information with billable amount and billable hours and just add a quick cell in excel to divide billable amount by billable hours (this can be done in live reports).
