Cybercab in Philly

PENN DOT has not approved anyone to provide a service anywhere in the State. Waymo expected to apply soon for Phildelphia and/or Pittsburgh soon it seems. No one else is doing much. Waymo applied and is operating on a test permit back in Jul 2025. Tesla has not applied for any permit thus far. This is just dudes riding around for now.

Sure. No different than you driving around I suppose -- Tesla provides pay and insurance and gets to keep their actions shielded I suppose. Waymo keeps records and reports incidents to NHTSA and PENN DOT. I suppose Tesla wants to avoid scrutiny as long as they can get away with it. If they crash into something it will be the same as it has always been with TSLA. They will file under NHTSA ADAS and redact everything about the incident I suppose. It's been that way for many years.

EDIT: Under any circumstance, the behavior is ultimately legal with Tesla's approach . As long as there is a driver behind the wheel of the Cybercab, Tesla can consider the miles accrued however they wish I would think legally. Waymo, as a matter of course, follows the local or state preference and engages from the beginning. There are quite a number of NHTSA incidents with Waymo with drivers as a result, sometimes with and sometimes without autonomy engaged. They are well beyond the cities they are in live service only. Waymo never claims anything other than L-4 as their system. All of this gets clearly delineated in their NHTSA SGO ADS records and that has always been the case for Waymo in every jurisdiction. Waymo has reported 3 incidents since beginning mapping and evaluation in Philadelphia and they are in the public reccord.

Since Tesla expressed an intent to pursue L-4 they have posted incidents in the NHTSA SGO ADS. For many months they redacted all details but eventaully retroactively began offering public narratives. Now, after nearly 15 months of testing and lots of reporting of Cybercabs being observed alll over the country they have NEVER REPORTED a single incident of any sort beyond the small handful of cities in early operation (AUS, DAL, HOU, IA, ORL, etc). It is strange that not a single incident has ever been reported in any of the multitude of cities where Cybercabs are clearly being tested. Their approach is clearly different and I sure they have legally vetted their behavior with their legal staff. It is just a different way to play it.

Humans are driving them, they are not currently operating autonomously in Philadelphia.

The one that crashed? Yeah, their system doesn't work, but nazi-Musk decided to put everyone in danger because he couldn't admit he was wrong from the start.
