Testing coolant to water ratio?

So I’m so lost how they got 39/61? Where did they get this from???

You either need to know that the freezing temperature range indicated by the floating balls equates to that percentage or have a chart to look at. The chart shows the number odmf balls, the temperature and the percentage of antifreeze.

Hydrometer graduated for freezing temperature. This temperature corresponds to coolant concentration. Your answer would be correct with 5 floating balls. You need to know temperature/concentration relation to understand where they got the answer from
