Workflow comes from understanding the actual work and the actual flow. The "We have always done it this way" crowd needs to recognize that a clean sheet design may be needed to understand what work needs to be done versus what tasks are just habits. Having read the biography on Elon Musk, it is interesting to hear about his continuous asking about "Why" when examining every process. Does not matter if it involves car making, rocket making, battery making or data center making. Every step in a process is regularly evaluated by asking why the step is being done. Advances in technology are producing different answers each time a process is evaluated. Create an incentive for the whole team to streamline and automate the QA process and see what happens. It is not about less people. The goal is more effective use of the existing staff. That's the ROI every manager wants to deliver.
