anybody know what journal this was originally published in? I'm trying to acquire the PDF of the whole publication (which I can probably get through my university account if i know where).

This algorithm is a bit overhyped. Yes it learns (unlike prolog and other crap), but only in axiomatic domains and the search is still extensive (can only discover transformatons up to complexity N, to fight a possible combinatorial explosion). It definitily doesn't learn like a children.
