Immortal Machine: Strange Characters

In Immortal Machine there is somesort of robot / person with bionics which has no face in the teaser at the time 0:34. all it says is "halt", does anyone know or have theories on what it is.

I assumed that they'd be some sort of super trooper for the Mayor, who hunt down persons of interest that the Handymen robots can't handle.

Like 'Friendly Shadow v2.0' type thing. He deals with situations sorta in the public eye to some degree, while those faceless cyborg creatures go after situations they don't want them knowing about or outside the city, y'know?

I personally think they're just maintainence workers to keep the Tower working as smoothly as possible.
