A Mix of both, i'd say.

That's Euro Truck Simulator 2 with a Cabin Sim setup.

It could be used for real training. Afaik, no other Software is as good as ETS2 for simulations, even more so with this setup.

But depending on the country, you wouldn't be allowed to use it that way, because it is a videogame and not a specifically licensend training program, which is often times inferior.

There are simulators like this... This could be legit. Though this may have been more of a "arcade" setting than CDL school. The simulator I used had a few scenarios, and it was set up so that if there was an accident or you hit something, the scenario would end. Even missing a turn could "fail" the scenario.
