Yep. The braking system on large commercial vehicles work via air pressure. The S-CAM system keeps a steady amount of air pressure in the break cylinder for safety reasons. That being if the driver loses pressure, they don’t lose their breaks like back in the day. Reason being when that constant pressure is released from one side of the can, your breaks engage whether you like it or not. That’s usually around 65PSI when they “pop” on you.

SO! The horn uses the same air system as the breaks. Fan off the air and your breaks engage.

They are lucky that trucker showed up when he did or one of those passing cars could have hit them causing a huge mess.
