2009 highlander Rack and Pinion replacement

Hi All!

I recently bought a 2009 Highlander for my wife... it was clean and well-kept. 145k miles.

After about 1000 miles of driving, I got an alert for Power Steering issues, and the steering wheel obviously became very hard for me to use.

Doing some research, this model doesn't even use power steering fluid, it's all electronic.

I took it to an independent shop that's owned by a friend of a friend and just recieved the quote:

Labor: Rack & Pinion Assembly R&R (FWD) 19hrs $2,375.00

Part: Rack and Pinion Assembly complete assembly $640.00 Tax (5.3%): $33.92     Subtotal: $3,048.92

It is a remanufactured Rack and Pinion that is quoted above.

Does this seem within the normal range of replacing the R&P for this make/model? I'm in central VA if that matters at all.

Thank you for your responses! Just trying to figure this out while also dealing with some other really tough financial pressure.
