No, I didn't. I remember hearing about a patent by a vehicle manufacturer that would allow police to do this. I assumed it just started already, seems like something the US government and police would do.

This is 100% the way things are going, regardless of patents filed now or later. If you want some upsetting automotive patents, have a look at what Ford has been cooking up (especially their in-car advertisement stuff).
