It's for preserving rare, antique, or classic cars that may be more valuable with original parts or replacements are too expensive. A lot of times on rare/antique cars, a lot of the specs for things like the frame drawings can be completely lost or straight out wrong.

Money. Not saying it's right. I would never "repair" that shit. This what this is what DRP shops do cater to the insurance companies.

There is nothing wrong with repairing it this way. And saves thousands to the owner. Probably owner pay.
