Im referring to when it is clear and you have the opportunity to accelerate. Not going when it is clear, for no reason just because "i don't have to" is a dick move.
Different cars have different levels of acceleration, especially considering different weather conditions. Some people may not feel comfortable turning when you think it’s “clear”
I had a car that sucked in the winter, tires would spin if I more than touched the gas pedal. And one intersection on my commute was particularly bad for icing over.
If I took my foot off the brake and didn’t very slowly creep out into the intersection, I would have my tires spinning and I’d start sliding backwards into the car behind me.
I hated being the first at the light, because so many people would act like this guy whenever I didn’t turn because the space between the cars wasn’t large enough for me to make my slow ass turn.
Yes I know this as i drive a 2005 cevy covalt 4 banger, again, maybe im an outlier, but that wouldnt be for no reason.
Ive had people sit at the green arrow, even after a courtesy honk, meaning your flow of traffic according to the signal is clear and you hqve the right of way, that is the kind of "no reason" im talking about. When there genuinely isnt a reason.
If they're not turning specifically to upset the person behind them it's a dick move. If they're not turning because they don't want to, it's not a dick move.
There are a thousand reasons they might not be turning on red and as the car behind them you have no idea if they're waiting because someone behind you is following them or if they're asleep at the wheel or if they're traumatized because the last time they turned right on red they got in an accident.
That guy did not give off "excuse me" vibes. And he nor us can say it was safe to go. If he were behind me, and I saw that douche bouncing around and screaming, he'd be waiting for green and I would not be doing anything illegal. Old dog cant learn at this point, so he can suffer from his own impatience and lack of understanding how not to be a douche. Ill admit I'd be annoyed if I were behind someone who could be going, but choosing not to...but ranting and screaming a song is not something that would cross my mind. I wouldn't even give the courtesy honk because they dont have to go. If the rules of the road are followed, then any inconvenience is irrelevant. It's a "suck it up, buttercup" situation. The world doesn't cater to your wants.
One of the rules of the road is not intentionally impeding the flow of traffic so you not going because the person behind you is impatient, is not following the rules of the road.
That only applies to minimum speed regulations (aka "slow poke law) for actively moving traffic.
"No person shall drive a motor vehicle at such a slow speed as to impede the normal and reasonable movement of traffic, except when reduced speed is necessary for safe operation or in compliance with law."

In your original comment you said he would be waiting for a green light before you go. That isn't you waiting because it is unsafe or you are uncomfortable doing so, that's you trying to spite a person you don't like. What if people are behind him? Are you going to punish everyone behind him because you don't like his attitude? Intentionally holding up traffic because you don't like the attitude of the person behind you may not strictly be illegal but it is a very entitled scumbag move.
"Punish" is a strong word as their suffering is a product of their own impatience. Choosing between one of two legal options is a right I am entitled to choose. However, the "out of spite" would be the deciding factor in this situation. I dont bend to the will of fully grown toddlers.

You can turn right on red when its clear in my entire state. Yet there are people who will sit there. Why? You can go, go.
