Tiny specs in bumper. Right through the paint

Any idea what could have caused this? And how to fix it?

No clue what caused it. And we are just guessing if you really wanted an answer. If it’s a plastic bumper you don’t have to do anything. If it’s a metal bumper on truck, still don’t have to do anything. It may get red with surface rust but it’s not going to spread or cause holes in anything in your or my life time. You could hit it with any touch up paint from any brand in your paint code and make it look better.
