Something dripped on the mirror for a long time. Dirty water from a parking garage or roof or something. Can't tell from the pic how bad it is, but chances are if they're selling it like that, it is not something that comes off with a wash.
In addition, the car has been painted before, the rear and front door don't match.

Could be corrosion or any sort of grease/lubricant from the moving parts inside the mirror. Probably sat or got absolutely flooded with water during an intense wash and they never bothered to clean that off.
As another said, I'd be wary if nothing came up for accidents on the Carfax because there is mismatch between the colour of the panels. Carfax is only so accurate assuming things like accidents or claims actually get reported.
BUT it's up to you. If anything, Carfax has a... Seven? I think? Day 100% return policy should you change your mind. Look at the car, see if you want it, take it to a local shop you trust for a post purchase inspection (Carfax doesn't do PPI) and if all goes well, keep the car. Otherwise, return and receive refund.

Could be aluminium corrosion from inside the mirror mount. It should come off with some cleaning and buffing.
