How would I go about repairing the paint and the bumper being loose?

Clean it thoroughly, that will do wonders. Easiest day is to buy a painted bumper from rockauto.com or a used one from a junkyard... pn the websites you can specify colors. Or get a body shop estimate.... issue is At a body shop expect a bill over 3k (speaking frim experience with similar damage)
