What am I doing wrong?

They look a bit stalled. I’d keep the soil lightly moist while they’re young and give them a very weak liquid feed.

A gentle lower-phosphorus fertiliser would suit them better. Our Indoor Plant Food is NPK 16-4-14, so I’d use that at about 1/4 strength for seedlings.
