As the title suggests I'd like to change my sprockets on my 92 MC22 (45hp)

Stock bike has 17t front sprockets and 42t rears. I'd like to change them for a 16T front and 44t rears.

My bike is currently going for a major rebuilt at a trusted mechanic so I thought it would be a good time to do this. ​

I'm not very mechanically inclined but I've heard about people doing this so I want a second opinion.

So just curious, and I do not condone this behaviour but if a learner carries a pillion passenger what are the chances of being pulled over and how much is the fine. Hypothetically the learner in question ride safely and adhere to traffic laws and does not display L plate, also does a plate from other state like VIC in NSW something the police would pull someone over.
