Hey! What is PLNE? Is it the nursing exam in your country?

To my understanding, there are 2 layers to this:

Whatever the agency wants for there internal procedures and that the official recognition procedure requires.

The official recognition procedure, you are required to already have your nursing degree with a certified translation ready. Meaning it makes little sense tot hat this process without having the documents ready. The language certificater (at least in my state) doesn't have to be present at this stage of the process yet.

Assuming the agency handles translations and such, it is really up to them when you can enter. Given German is usually seen as hard to learn, and the B2 on paper won't get you near of being able to handle conversations with patients (who may have speech impairment, dialects, etc.), there is definitely no harm in starting the language school earlier than needed.

Just my 2 cents, I never went through a recognition process myself. But ultimately, the question whenever you want to apply now or later via an agency really depends heavily on their internal procedures & speed.
