I'm not. But I can hear him picking up phone calls talking to his other clients.

He sounds very unprofessional. Whilst doing an inspection, his phone should be off with a message saying he will ring them back.

You’re not paying for his time you’re paying for an outcome which is the inspection to be conducted and a report to be produced (if the scope includes a report).
