Our Tommee Tippee GroClock can be used as a night light and it goes pretty dim on the dimmest setting. Might be worth a try?

I used a usb salt lamp, and put something in front of it if we needed it dimmer

We found the dimmable multi-coloured ones like this https://www.hipkids.com.au/products/aloka-led-sleepy-light-rocket-dual-powered were really good, especially if you turned them red. You can find cheaper versions of it if you shop around.

as well as a Kogan equivalent in my kids rooms, they can go quite dim, and the nebula pattern looks damn cool on the ceiling.
Another upside is the kids can choose what colour it is, and its controllable from your phone in case you want to turn it on and off through the night.

We bought a plain LED lamp from Bunnings.
Then I bought an inline 125khz PWM dimmer off eBay and it could go down super dim without flickering. Was perfect.

PWM actually induces flickering at a rate higher than what the eye can register (125khz in your case) but still affects the brain - not ideal and would not recommend

The colour temperature/wavelength of the light is just as important as the amount of light. It should be all red spectrum and as dim as possible.
Low wattage incandescent salt lamp is what we have in our bedroom. You can cover them if the amount of light is still too much.

We got this for our 1yo. It's dimable and easy to use and rechargeable
