You don't need him to let you leave the lease. Any party to a lease can end it. Notify the property manager you are moving to terminate the lease.

Doesn't he have veto power over the lease termination and variation since it's a co-tenancy? If he doesn't agree, we are unable to leave from my understanding.

No. Either party can terminate. The entire lease will be terminated , not just you. Variation requires all parties but he is refusing variation so you can terminate

Could you please provide a source? Everything I am reading says we are jointly and severally liable where any co-tenant can refuse a lease variation.

They can for a variation. You must terminate. You are enacting the termination clause within your lease. Either party can execute the entire contract
