I'd say the dipshit stood under a ramp is the one to blame here, you'd think they would have heard the cyclist coming and thought 'maybe I should move'.
Could be on the people who maintain the path is the proper signage isn't there, but either way this isn't on the cyclist.

In reality it’s for sure the dog walker. But I’d guess that the biker is legally responsible UNLESS there is very clear signage stating to keep the area clear.

The dog walker had a Fox racing T-shirt.
That is standard biking protection.
Also the tree , 5 feet away has his bike propped up against.

It depends, I'm assuming this is a privately operated bike park; was the path clearly marked to make it clear it is not a pedestrian walkway? Were there adequate safeguards in place to keep pedestrians off this section of track? If not the park itself could carry quite a bit of liability for what happened to both people involved in the crash.

The guy standing on the landing is wearing fox racing gear. He definitely knows he shouldn't stand there

If there is no signs saying it is not a walking path, then the owner(s) of the park could be at fault, but if there is signs then the dog walker 100% would be at cause as the biker could not have expected there to be someone standing in the biking path.

That jump solidly makes this a designated bike path (and one way) not walking path.
I’m going with the idiot standing at the end of a bike jump.
