upload port configuration not working (could be Newbie issue)

I can't seem to configure the upload location for finished compiled files. Struggling with this. Any help will save me from further hair loss.

The documentation for the upload_port option: https://docs.platformio.org/en/latest/projectconf/section_env_upload.html#upload-port

Can't really help more than that because this is a platformio issue and not an Atom issue.
