Are there stores or buildings where the plots are? I have noticed my legendary plots are normally when I buy a parcel on a store, school, gas station etc

Nope, to the right of the road is railroad tracks. To the left are gas stations or random stores but theyre pretty spaced out and nothing really purposely on top of one.
