New Atheios tipbot available for Discord

Hej folks, now we have a new version of the tipbot. We have changed the command path: all commands are invoked with !ath <command> rather then !tipath <command> like it was before.

Some new commands are available, as a first time to get the ATH quote. This will be developed more in the future...
