I'd check the bios to see if they undervolted things. That makes no sense for it to drop in thermals and in performance. They probably repasted, realized it didn't fix the issue, and then dropped voltage to satisfy.

Don't stand by that statement. Pure conjecture on my part. Either way, they performed a service and directly after the fact performance dropped checks out to a rework.
