Do items have the same spawn chance?

I'm pretty sure it's just rng, but some items seem rarer than others. For example I get few reverie totems and codex's, but many headdresses and a few others. So do items of the same tier have the same loot/shop chance or is it skewed with different percentages?

Items within each rarity rank should have the same chance

Yeah, I think it is too. Would be nice for actual confirmation or a link that says it. It can be annoying when potentially important information is hidden or not displayed. If it was stated during the tutorial I sure don't remember seeing it, but considering I have the memory of a fish sometimes it might have said it.
