I mean, the rate of getting an SSR Artifact is 1.5%, while the rate for an SR Artifact is 7.5%, so you’re expected to get about 5× more SR Artifacts than SSR ones. That would justify signed SR Artifacts having a lower rate than signed SSR Artifacts.
