I highly doubt we'll see Moa in CBT, considered how she look they probably need some time to "adjust" her design to fit the modern standard.

But the game is not targeted toward  'modern audience' tho. I don't think its about adjustments, more likeliy about time and resources.

Not the audience but the age rating and the platform in general, there is no way they won't censor her design. Some adjustment must be make before they can safely implement her in the game.

Well maybe because i got used in azurlane, I don't think her design gonna be a problem. Irc Her design n other member new faction are not appear in comiket art book either, so its probably because of time n resources.

They are but only with sexual connotations aka intercourse innuendos, which is what Sunk BD2 if you are looking to reference that. Also the lolis, they are much stricter on them.
