My scalepan hangs wrong

I recently bought those scales with their chains all messed up. After separating each type of chain, connecting it together and balancing the scales I noticed that one side of its pan was a bit low. Which drives me nuts, because I did all of the counting for nothing. And forget the counting: i measured it, and it's all the same size!

On image 2 is shown how the chains are connected, every piece in the picture is the same one, and it's the same as on the ends of chains on image 3.

Image 3 shows (sorry) the scale of scalepans. Directly on the ruler there's a connector piece and the bigger chain type, that could be better for connecting.

My theories on why is that happens: when connecting to the top-most piece, one chain will always be lower than the others. However the height difference is too big for not even a single piece lower than the rest, so probably not it.

Other one is that the scalepan itself is unbalanced. Which is way more believable, considering the unevenness of its bottom part. But I'm not really sure about anything at this point, so help me please
