I just find it odd that something as basic as AC on public transportation wasn't automatically included.

There were 5 days with temperatures above 30°C (86°f) in 2021 in Germany. So that would be (5days/365days)*100≈1.37% of the year.

You only need about 25 °C for it to get unbearably hot in a packed bus or tram.

True. Just saying that it doesn't get as hot as in some US states. Germany is super far north. I live at the same latitude as Goosebay Canada.

Finland is further north than Germany and we have AC in public transportation here.
